Because their factories are more productive with hard-working Midwesterns than with lazy Southerners. They can create more profit even with paying their workers more.

They do open new factories there. But it would cost too much money to move existing factories.
Plus the unions extort them: "if you move, we'll go on strike and shut you down". Once unions get their hooks into you, you are pretty much screwed.

Because federal labor laws state that a company cannot close a factory in one state and move it to another simply because its workers are unionized. They can move out of the country, and used to be able to build new non-union plants in right to work states. but the National Labor Relations Board recently told Boeing that it couldn't open a new factory in South Carolina because it was a right to work state.

Retraining isn't that easy. Having generations of qualified labor is compelling.

Also consider the relationships, incentives and concessions between local government and auto industry.

They already have.

Plus their in Mexico too.

It costs alot to relocate and build new factories.

Plus they are threatening the local city, and state gov't. to get property and tax rebates or are threatening to move.
