You can use a car performance simulator to virtually have any car, in this car Evo IX and run test to find out how it performs, you can even do mods in there and see improvement, and compare it with other cars, try at source link below

A simple internet search will give you the specs you're looking for.

We have no idea how good of an EVO you could get for $18,500. You'll have to figure that one out on your own as well.

EVO IX is about 3300lbs, 280hp, 290ft-lb torque, turbocharged 2.0L AWD. mid-low 13 second 1/4 mile times stock. Clutch is awful, ride is stiff.

For $18k, you will get a ragged out, high mileage EVO IX that will be more likely to break down before you have it paid off. Unfortunately, EVO's don't age well, and considering they were a $35k car new, they don't hold value well either. But when they run, they are a good performance value. Good luck on your search, I looked at them for a while until I drove one and hated it so much, I could never own one.
