Not specific to Hyundai (never owned one), but brake pads are usually replaced around 50k miles. You may be able to get more out of the rotors, but it's actually cheaper to replace them together, and the usually wear out at the same rate.
Like I said, I know nothing about Hyundai's, but it definitely seems like overkill on the price. New brakes and rotors (which I would recommend replacing at 60k) should be anywhere between $300 - $375. I've seen timing belt costs anywhere between $250 - $750 depending on the car.
I would NEVER use the dealer as the mechanic of choice. They are most likely to have the parts, but are also consistently higher in labor costs. Dealers also have a habit of jacking up the prices of replacement parts, or making you by the parts through them instead of just having them install what you bring in, which often costs more money.
Take the car of a local mechanic and have them quote you a brake replacement and belt replacement. They may even tell you that you don't need one or the other.
